La possibilité de modifier le comportement humain par des ondes éléctro-magnétiques semble avoir été établie en 1952 par le Dr Jose Delgado, de l’université de Yale, qui écrira en 1970 :

« The human race is at an evolutionary turning point. We’re very close to having the power to construct our own mental functions, through a knowledge of genetics (which I think will be complete within the next 25 years) ; and through a knowledge of the cerebral mechanisms which underlie our behavior. »

Un cas ou il semblerait qu’une telle technologie ai été testée en grandeur nature eu lieu en 1985, ou des femmes (dites Greenham Women for peace) protestaient contre le stockage de 96 têtes nucléaires dans une base militaire en campant devant :

And here is one of the practical applications of that research. The women protesters at their peace camp at Greenham Commons military base in England were targeted with radiation and antipersonnel weapons in 1985 as reported in The Nation, vol. 244, March 14, 1987.p 313. They were protesting against cruise missiles at the U.S. Air Force base in southern England. Their reported symptoms matched « microwave sickness. » Dr. Rosalie Berrell, Kim Besley, a former radar engineer and members of Electronics For Peace, all took measurements at Greenham and there were strong electromagnetic radiation levels, up to 100 times higher than adjacent areas. This was reported in the publication, Peace and Freedom, Jan./Feb 1989 p 24.
