In 2001 Dominique Bourra was named manager of the French government program of technology cooperation with Israel within Oseo-Anvar (the French agency for innovation). Within this framework, he initiated the first Eureka programs between France and Israel. He also brought together the partners on 110 technology cooperation projects. Bourra has an International MBA from the ESCP-EAP : the European School of Management , and is a graduate of the Ecole Supérieure de Journalisme de Paris.
