This statement implied that Hindu groups faked terrorist attacks and blamed them routinely on Muslims.[3]
Again after November 2008 Mumbai attacks he has raised a controversy by saying that the end of Hemant Karkare, of the Anti-Terrorism Squad of Maharashtra, killed in the attacks, may be related to his investigation of the Malegaon blasts of 2006, leading to questions about non-Islamic terrorism.[4] His party, Congress, distanced itself from his statements."
