La guerre a surtout été « continuée » par Andropov (le même d’ailleurs qui l’avait réclamée le plus fort), et non par Gorbatchev, le pacifiste réformateur prix Nobel de la paix (même si ça veut rien dire de nos jours) à qui l’on doit la chute du mur de Berlin, ainsi que la Glasnost et la Perestroïka. Bien au contraire, terminer cette guerre était pour Gorbatchev une priorité absolue, imposée dès son arrivée au pouvoir :
