Dear NCO, I have the nagging feeling that the author of such a pleasant remarks written about my last russian-Asean story surely is in India or coming from India, country that I know well for having been appointed several times in Delhi and around the country side. It is somewhat true that I’ve got now an inner feeling on the general geopolitical situation beween Delhi, Bangalore Tezpur Assam and Bomdila(NEFA) on on side and Burma, Laos Uang-Prabang, Vienntiane , and Hanoi and Ho chi minh town/ Saigon on the other side.

There is indeed little differences betwen russian empress Catharina’s policy sothward to warms oceans and M. Wladimir Putin’s. A new balanced south east asia ahead ?

Faithfully yours Bertrand C. Bellaigue
